Abstract
Traditionally, Californians have been unable to choose an electricity provider. Instead, each region has
been served by a single, regulated utility. This model is changing. Local governments are now beginning to compete with regulated utilities to supply electricity. This article reviews the potential benefits and risks posed by this new form of retail choice.
